There are 19 windmills in Kinderdijk. They do not make flour out of wheat, but pump the water out of "polders". These are surfaces of dammed water that were dried - through the force of the winds turning the mills. Nowadays the mills work as water-level-controllers and aid in the flood prevention.
The sails can be covered with a cloth or not, depending on the intensity of the winds.

This mill has a different shape. It looks more like a mill on top of the rooftop of a house. But that is exactly what these mills are about: the top can be moved according to the direction of the wind. The whole axe where you see the external stairs end in a steering wheel that can be moved.
